ADA Eligibility

Eligibility for ADA service is directly related to the inability of a person with a disability to use the existing regularly scheduled fixed route buses. It is not just based on the presence of a disability, but on the effect that the disability has on the person’s ability to use the fixed route system. 

If you live within Hood River and you’re uncertain about your ability to use fixed-route service or you know you will not be able to use the local fixed-route, we recommend that you fill out the Eligibility Application or call us at (541) 386-4202. 

Door to Door Services

Please note the information on our transit services can be provided in alternative formats for those who request it.


In addition to fixed-route, CAT will continue to provide a Dial-A-Ride, door-to-door or deviated transportation options for Hood River residents. Priority is given to Americans with Disabilities Act (ADA) eligible customers, but other residents can choose these services if they need and space is available.

To access any of these options the following rules apply:

  • Reservations must be made during the preceding day prior to 5:00pm and can be made up to two weeks in advance.
  • Reservations are taken by calling 541-386-4202 on Monday through Friday during the normal business hours of 8:00 a.m. until 5:00 p.m., except on designated holidays or weekends.
  • On days when the offices are closed, and no reservations can otherwise be made and when the following day is a service day, an answering machine or similar recording device is available to patrons for scheduling or canceling reservations. At opening of next business day, all messages will be checked and calls returned to confirm reservations or cancellation.
  • CAT will allow subscription reservations (trips that are made on a regular basis – eg. daily, weekly, etc.).  These reservations allow passengers to not have to call and schedule each recurring trip.
  • Because these types of door-to-door services are costly to provide, riders who use ADA, Dial-A-Ride or Custom Pick Up services will need to pay a higher fare ($2.00/trip).


ADA Complementary Paratransit in Hood River only applies within ¾ miles of the City of Hood River Fixed-Route Service and only to those individuals that have been found to be ADA eligible (see sidebar for more information).

CAT will provide you curb to curb or door to door service anywhere within this ¾ mile area or to a designated transfer point where you can catch services on to the Upper Valley, The Dalles, White Salmon/Bingen or Portland.  As an ADA eligible customer you will receive trip priority for all trips.


On the Upper Valley Route (Odell & Parkdale area) and in Cascade Locks – CAT will deviate off the route for a custom pick up.  A deviation can be requested by any passenger but must be made at least 24 hours in advance.
